You may want to "condition" the measure or funnel by either using powdered graphite to "lube" it or running the equivalent of a pound of powder through the measure. Powdered graphite is available at most hardware stores (often used as a dry lubricant for locks). You can also take a dryer sheet and rub it on the Hopper/Disks/etc. or wash the Hopper/Disks/Funnel in warm soapy water and let air dry. Do not rinse, as the coating is what will help prevent the static. Any of these suggestions should help eliminate any static that may have been present.
