It's likely you have an incorrect power through expanding plug inside your die because the casting surface and the drop tube indicator are not touching (see attached photo). When you screw the powder measure into the die, the indicator drop tube should not rise away from the casting, the two surfaces need to stay in contact. Frequently, folks will accidentally mix and match plugs from one expander die to another, and that's what likely is causing the problem.
