Check the screw at the hinge point of the metal lever, make sure that it is tight. If it is loose, it can cause the disk to not
fully return. Second, check the actuator (metal part that screws into the powder through expanding die). If the measure has seen a lot of use, the actuator may have been worn by the steel lever so the lever will not bring the disk all the way back.
