All of the maximum loads are supplied to us by the powder manufacturers. Some of the start charges are calculated from the maximum, based on the pressure that the maximum charge produces, compared to the maximum allowable pressure for the cartridge in question. If the maximum charge supplied to us by the powder manufacturer has a relatively low pressure, then the start charge ends up being the same. It is usually an indication that the powder is too slow for the application.
